C’est un panorama très complet des guerres non interétatiques, du xx^e siècle à nos jours, que nous présente Pierre Santoni. Fort d’une riche expérience opérationnelle, réputé pour ses études tactiques et doctrinales, il fait ici œuvre d’historien, passant en revue les formes dites « irrégulières » de la conflictualité : guerres civiles, révolutionnaires, de partisans, de libération, guérilla urbaine, cyberguerre.

Despite the war between Armenia and Azerbaijan ending on November 9, 2020, with Baku achieving military victory after forty-four days of exceptionally ferocious fighting, tensions have not reduced since the ceasefire was signed. On the contrary, the repercussions of Russia’s war in Ukraine have taken the strain up a notch. Since the fall of the Soviet Union in 1991, the South Caucasus (Armenia, Azerbaijan, and Georgia) has been gripped by a dialectic of peace and war that has hindered the development of all three states in both economic and sovereignty terms, to the point that they are now truly “wounded soldiers” of the post-Soviet era.

On August 31, 2021, after twenty years of war against the Taliban, American troops withdrew from Afghanistan. This brought an end to the longest conflict ever waged by the United States (US), and marked the final phase of disengagement of the US’s military resources, which had been deployed on a massive scale in the Middle East since 2001. It indicated an operational change in the fight against terrorism, now no longer an open declared war, but once again a covert war. Most commentators drew a line under the event as an end to the sequence that began on September 11, 2001. But on a more fundamental level, the withdrawal from Afghanistan signaled an end to the policy of military interventionism pursued by the West since 1991.
